Australia Day is always a big day in local government. At Yarra Ranges it's a day where we award community contribution with our Australia Day Awards and also hold a Citizenship Ceremony as part of the day.

It is always a delight to see a Lyster Ward resident take up citizenship at a Citizenship Ceremony.

I started my day at Burrinja, my official role at the Citizenship Ceremony was to do the "Welcome to New Citizens" speech on behalf of council. It's a privilege to be part of the proceedings.

"...As a Yarra Ranges Councillor I welcome, embrace and value the diversity of views and backgrounds of our citizens. You enrich the social fabric of our wonderful shire..."

Always a joyous occasion, it's great to be able to share the event with people from all walks of life, some who've only been here a short time, some who've been here a very long time.

Burrinja was also the venue for the Yarra Ranges Australia Day Awards. It was wonderful to be able to present the Ken McIntosh Memorial Award for Young Environmental Achiever of the Year, Jordan Crook.

This award honours the contribution of Ken McIntosh who was a driving force in environmental and conservation issues in the Yarra Ranges.

Jordan is a passionate advocate on the environment and social justice. During his time as a student at Sherbrooke Community School, Jordan was committed to the education of fellow students as well as the broader school on a range of environmental issues.

Supporting the Sea Shepherd is one of Jordan's key passions and the issue of whaling got a mention in Jordan's acceptance speech as well as the issue of logging in the Toolangi forests.

He played a key leadership role at his school and led the charge in making the school more sustainable. He has continued his leadership role and is currently involved in the Belgrave Survival Day organising committee.

He is an inspirational example of a young person committed to protecting the environmental and cultural values of our region, now and into the future.

What a great celebration of Indigenous Survival at Belgrave Survival Day today.

It was terrific to join with over 1,000 people across the day to celebrate the world's oldest living culture.

Pictured left to right: Belgrave Survival Day organiser Jane Thomas, myself and another organiser Jordan Crook. They have worked tirelessly to bring this event to the people of the hills and beyond and they did a great job.

I had the great honour of speaking at Belgrave Survival Day. I talked about council's commitment to our Indigenous community.

I am proud to support Belgrave Survival Day with funding from my Community Ward Fund and Council is proud to support the event with funding from our Community Grants program.

Bunjil, the wedge tailed eagle, flew overhead today. Bunjil is the creator spirit of many Aboriginal clans in Victoria. It is always breathtaking to see a wedge tailed eagle and a real treat to see one at Belgrave Survival Day.

Yarra Ranges Council was the first council in Victoria to adopt a Statement of Apology. It was drafted in collaboration with the Shire's Indigenous community.

"The Yarra Ranges Council recognises the past injustices and treatment of Aboriginal Peoples. If we are to proceed in an open hearted and responsible way to address the issues which will come before us in the future we first need to acknowledge the past.

Council recognises the need to confront the policies and practices which caused the forced removal and separation of Aboriginal children from their parents and families, the effects of which continue today.

Accordingly, we wish to express our deep sorrow and sincerely apologise for the pain, the grief and the suffering experienced by Aboriginal Peoples as a result of past laws, government policy and actions."

Since 2006 Council has employed an Indigenous Development Officer and established an Indigenous Advisory Committee to assist council in the delivery of its priorities, which include:

- Maintaining an Indigenous voice on Indigenous issues
- Acknowledging and protecting Indigenous cultural heritage
- Engaging Indigenous young people
- Promoting health and wellbeing
- Building stronger relationships and new partnerships with the wider community in order to promote business and employment opportunities.

Gnarnayarrahe Waitairie led the crowd in a didgeridoo meditation.

In 2011 we have been working on:
- the consolidaton of the Healesville Cultural Strengthening Project that oversees the Aboriginal Choir and Hip-Hop Program
- council will be launching our Indigenous Employment Strategy this year
- council, in collaboration with our Indigenous Advisory Committee, will be developing a new 3 to 4 year action plan that will focus on opportunities for participation in contemporary cultural activities
- council has played a strong supportive role in the NAIDOC Ball and will continue to into the future
- council has played a key role in the development and launch of the artwork at the Meeting Place Garden in Healesville, with its inclusive theme of 'Who are we as Aboriginal Victorians'
- council staff have played a key link up role connecting the right people together leading to the development and launch of the Mt Evelyn Historical Society's book 'Aborigines of the Northern Dandenongs'
- council continues to take a lead role in advocating for the Outer Eastern Aboriginal community through a range of state goverment forums and networks, most recently providing a submission to the review of the Aboriginal Heritage Act.

It was terrific to catch up with Aunty Dot Peters, she's been a great supporter of Belgrave Survival Day and has spoken at every Belgrave Survival Day.

I thought it important to mention Constitutional Recognition of Indigenous Australians. The Federal Government has committed to a referendum however given the past success rates of referenda in this country it will be difficult to achieve. Of 44 referenda only 8 have succeeded.

I spoke about my hope for a simple, straightforward question that people could easily support with wide consultation and a well resourced education campaign to accompany it.

Belgrave Survival Day organisers marked the occasion of the 40th anniversary of the Aboriginal Tent Embassy with this umbrella (to mark the beginnings of the embassy).

I couldn't go without mentioning the 40th anniversary of the Aboriginal Tent Embassy - I salute all the people who've maintained the site, you are an icon of Indigenous struggle in this country. I was also pleased to report to the crowd that we'd had reports from the Aboriginal Tent Embassy that around 2,000 were in Canberra.

Indigenous people still face significant disadvantage in contemporary Australia, particularly in health, education and employment outcomes.

The Yarra Ranges Council support the rights of all Indigenous people as outlined in the United Nations Declaration on the Rights of Indigenous People.

We are committed to reconciliation and strengthening our relationship between Indigenous and non Indigenous communities.

We take pride in our Indigenous cultural heritage.

It was a terrific day, it was wonderful to see so many people come out to celebrate the survival of Indigenous culture.

There was some great entertainment on the day.

This is Lou Bennett, a Yorta Yorta/Dja Dja wurrung woman and co-founder of the female trio Tidddas. Lou has been an integral member of the Black Arm Band as well as venturing into a solo musical career.

Yung Warriors treated the crowd to some deadly tunes. Yung Warriors are an emerging hip-hop act comprising Tjimba Possum Burns and cousin Danny Ramzan (D Boy). Both in their 20's they share the same grandfather in legendary painter, the late Clifford Tjapaltjarri Possum.

We were treated to a surprise performance by Black Elvis.

In its fifth year, Belgrave Survival Day is going from strength to strength. This year the most successful by far.

Once again my congratulations to the organisers, you did a great job and I thank you.

tecoma maccas vcat papers arrive

Community members have contacted me because they've received a wad of documentation from Maccas (via Norton Rose) about the VCAT appeal.

Although the paperwork can look a little daunting its very easy to lodge a "statement of grounds" and become a party to the appeal at VCAT.

YOU MUST LODGE YOUR STATEMENT OF GROUNDS BY 26 JANUARY, 2012 TO VCAT, COUNCIL AND McDONALDS.

By lodging a "statement of grounds" doesn't mean you have to present a verbal submission to VCAT (but you can if you want to), it doesn't cost you anything to lodge, it is a very important way to make sure your voice is heard and your concerns are taken into account.

So don't be daunted by the paperwork, this is how you make sure the VCAT Members know how you feel and how the application will impact on you. Remember, just like the council process, it's important to make sure your "statement of grounds" is based on planning matters. Belgrave Survival Day 2012: Celebrating the oldest living culture on Earth on Australia Day

The Hills community will coming out in force to once again celebrate the survival of indigenous culture on Australia Day at the fifth annual Belgrave Survival Day event.

This event acknowledges the indigenous perspective on the 230 years of European occupation of Australia, and celebrates the survival of the oldest living culture on the globe through live music, storytelling, traditional dance and craft.

The organising committee have come up with a great indigenous line up for this year’s event:
- Yung Warriors - upcoming Indigenous hip hop artists
- Lou Bennett renowned singer (formerly of Tiddas)
- Jindi Worobak Dance Group
- Gnarnayarrahe Waitairie performing traditional dancing and storytelling
- Leila Gurruwiwi from the Marngrook Footy Show (Channel 31) is MC for the day

Yung Warriors are Australia's rising Indigenous and Hip Hop music ambassors, it will be great to see them perform in our own backyard at Belgrave Survival Day.

This magnificent park allows people to relax under the trees or wander amongst the stalls. Nestled next to Belgrave Pool, you can bring your bathers for a dip later.

Activities and workshops will include a didgeridoo meditation, Aboriginal flag and badge making for

kids, traditional basket weaving and a traditional dance workshop. There will also be a range of indigenous craft stalls and a bush tucker BBQ.

Bill Nicholson Wurundjeri Elder will perform a Welcome to Country and smoking ceremony and Aunty Dot Peters will also speak on the day.

Belgrave Survival Day gives people a chance to not only be educated and entertained but by their presence at the event they can help take a stand on Australia Day. A stand that recognises the ongoing historical wrongs done to the Indigenous people of Australia, and a stand for a future for all Australians based on justice and mutual respect.

The event is organised by a committee of dedicated volunteers and I'm very proud to be able to sponsor the event through a Yarra Ranges Community Grant and my community ward fund.

I have had a long record of supporting hail netting for farmers in Yarra Ranges. The Lyster Ward contains a significant orchard sector covered in hail netting.

In what can only described as bizarre, the Minister for Agriculture, today released a statement slamming Yarra Ranges as having "stupid Yarra Ranges Council policies" because the Minister believes we want to restrict the use of hail netting.

The Minister's release was made after visiting the destroyed crops of Yarra Valley strawberry growers. The full quote, "But what makes it disappointing is that the damage could have been minimized (sic) except for stupid Yarra Ranges Council policies restricting use of protective hail nets."

No Minister, Yarra Ranges Council does not have a policy restricting the use of hail nets, we have a planning scheme that requires a permit to construct hail netting, but it doesn't say you can't have them.

This is Montagues Orchard in Lysterfield (in my ward). Their use of hail netting protects their crops, means they use less water and chemicals, have less contamination, they don't need to use bird/bat scarers and their netting also helps to stop sun damage. A great benefit for the agricultural industry.

The Minister went on to say, "For many growers, hail netting provides the best form of protection against hail, yet council policy limits orchardists in green wedge zones to covering a maximum of only 60 per cent of trees in hail nets, meaning almost half their orchard is left exposed to storms."

No Minister, Yarra Ranges Council does not have a policy limit covering 60% of trees, we do have guidelines that talk about 60% coverage of the site (not trees), however there's nothing to stop any grower for applying for 100% coverage of their orchard. Minister you must remember that site is the total farm and will most likely contain farm residences, farm sheds for equipment, packing sheds, cool rooms, driveways, etc so no farm will need 100% site coverage.

Further quotes from the Minister include, "It is wrong that Yarra Ranges Council thinks it is more important to give people in passing cars an unblemished green vista than to protect farmers. Farmers should have a right to protect their entire orchards and businesses."

No Minister, Yarra Ranges Council does think we should support farmers and they should have a right to protect their crops. Yarra Ranges Council has never refused an application for hail netting. We recognised a more contemporary approach to horticultural structures was needed when we endorsed our Green Wedge Management Plan in July 2010.

As recently as September 2011, we wrote to your government about the need to review the permit requirements associated with horticultural structures (this includes hail netting). We highlighted to your colleague the Minister for Planning that there are opportunities to investigate reducing the need for permits for horticultural structures.

Yes Minister, you could amend the planning scheme (we can't) and make it easier for our farmers, you could also think about letting them sell their value added produce at the farm gate too at the same time, because you wont let them do that either. That would be far more productive for our farmers than slamming the Planning Scheme, something the Yarra Ranges Council administers but can't change without the approval of government - that's you.

And as I said earlier, I have long been a supporter of hail netting, it's benefits are enormous, as far back as November 2008 I wrote about the issue (see blog 2/11/2008).

This is the hail netting (horticultural structure) that council approved back in 2008 in Coldstream at the gateway to the Yarra Valley, we haven't knocked back one application for hail netting yet. With 4 million visitors to Yarra Ranges every year there's plenty of people who drive past this.

There's no question about the support for farmers from Yarra Ranges Council, perhaps we could see some positive changes from government too so we can support them even more.

I have just received formal notification from the Yarra Ranges Planning Department that McDonalds will be appealing council's decision to refuse their application for a McDonalds in Tecoma.

The legal team for McDonalds confirmed yesterday with our planners that they lodged their appeal in the week leading up to Christmas.

Due to the backlog of applications, this may not appear on VCAT records as yet.

Very soon all objectors to the application will receive notification of the appeal where you will be asked if you want to be a party to the appeal. This is like being an objector through the council process, so if you wish to show VCAT Tribunal Members that you object you should consider being a party to the appeal.

The application was the most contentious Yarra Ranges Council has ever considered with 1,100 objections received and 670 people attending the council meeting.

How wonderful to be at the launch of Mary Tonkin's exhibition at Burrinja last week.

The Mary Tonkin exhibition spans the last decade of Tonkin's career, focusing on the works depicting the Kalorama region of the Dandenongs where she grew up and continues to live and paint today.

Mary was awarded the National Gallery of Victoria Trustee's award in 1994 and 1995, the Dobell Drawing Prize in 2002 and the Kedumba Prize for drawing in 2010. Her work is held by the Art Gallery of NSW, the National Gallery of Victoria and several regional and university collections.

It's a beautiful exhibition, well worth going to see. We are very fortunate that we have works of such calibre so close by.

The exhibition is on now and will run through to 26 February 2012 at the Burrinja Gallery, 351 Glenfern Rd, Upwey.

report from the roundtable - 6 dec

This week's meeting was to consider the position of Mayor, Deputy Mayor, meetings and appointments to committees and external bodies.

I'd already announced that I'd throw my hat in the ring for Mayor and ended up having 2 other contenders, Cr's Noel Cliff and Graham Warren.

In first round votes Cr Cliff got 2 votes, I got 3 votes and Cr Warren got 4 votes and as there was no clear majority (5 votes) Cr Cliff dropped out of the race.

In the second round of votes I got 4 votes and Cr Warren received the 5 votes to confirm him as mayor for the ensuing year.

Thanks to my colleagues, Cr's Cliff, McRae and Heenan who supported my attempt to win the mayoralty. Those supporting Cr Warren were Cr's Templer, Avery, Higgins and Cox.

In other news, Cr Jeanette McRae, successfully gained the position of Deputy Mayor with the support of votes from Cr's Dunn, Cliff, Cox and Avery.

This year I'll be representing council on:

a comprehensive public transport plan for the east?

The Eastern Transport Coalition (ETC) recently considered the public transport announcements of the current government, and although we welcome a focus on grade separations, increasing the capacity of the Dandenong Line and the Melbourne Metro Tunnel we are concerned that several projects crucial to delivering an integrated and sustainable public transport network in the east are absent.

The ETC represents 1 million residents across the east of Melbourne yet there's little mention of the projects that these communities have told us are important to them.

Although there's feasibility studies underway for Rowville Rail and Doncaster Rail there's no mention of construction of these vital projects, which have been in various stages of planning for decades.

Although good to hear of capacity increases on the Dandenong Line, including nine carriage trains but it will require significant infrastructure upgrades. It's concerning that other lines in the east were not mentioned for capacity increases.
Upgrades of the interchanges at Dandenong, Box Hill and Ringwood stations are well overdue, these interchanges provide critical linkages to the bus network.

The ETC is keen to work with both the federal and state governments to achieve an integrated transport plan that provides better links between rail, trams and buses. Integrated transport and land use planning is crucial to fixing the deficiencies of the past to ensure we have a viable, efficient and well patronised public transport network into the future.

maccas in tecoma, no vcat appeal yet

A collective of community members have joined forces to campaign to stop McDonalds in Tecoma.

Part of their campaign includes a new website: No Maccas in the Hills!

The campaign is encouraging community members to write to McDonalds CEO and Ferntree Gully Franchisee to encourage them not to proceed with an appeal to VCAT. McDonalds has till the 26 December to lodge an appeal, so the battle isn't over yet.

There's still time to write your letter if you feel inclined. The website includes letter writing hints and tips. Don't forget to fill in the poll so the campaigners can get an idea of what actions you've taken so far.

draft local laws - have your say

Earlier this year council endorsed a draft Proposed General Divisions Local Law 2012 for public comment, the draft local law brings together some existing local laws and also introduces some new measures.

The draft laws cover a range of areas including:
- the use of council facilities
- behaviour in public places
- street parties, circuses/events and festivals
- placement and removal of bulk/hard rubbish and rubbish dumping
- feeding of cockatoos
- damage to trees and vegetation
- abandoned shopping trolleys
- electoral signage on public land
- heavy vehicles on private property
- dilapidated buildings and dangerous land
- interfering with council drainage, tappings and stormwater pits
- interfering with watercourses
- gates and openings from private property on to council land
- cigarette butt receptacles
- intefering with road barriers and signage on roads and bridges
- sale of vehicles on roadsides or council land
- noise and nuisance
- collection and disposal of trade waste and other amenity issues

christmas trees, yarra ranges style

To celebrate the festive season Yarra Ranges Regional Museum wants to decorate the museum with 500 individually crafted Christmas trees made out of recycled and reclaimed materials. Everyone is encouraged to participate.

Getting into the festive season in another way. This flash mob group, led by Barb McFarlane, are popping up across the hills villages. Here they are flash mobbing in Belgrave last week.

If you want to facilitate a Christmas tree making program there's a handy template available here.

Once your tree is completed bring it down to the regional museum and add it to the Christmas Celebration Forest. Your tree will be on display until January 29, 2012. The first 500 participants will receive a voucher entitling you to a free native plant.

Each year the Library corporation alternates between a storywriting competition and a poetry competition.

This year was poetry's turn and the competition was fierce.

Competition judge, Alicia Sometimes, was impressed by the depth and scope of entries.

At this week’s council meeting council had to consider whether to ask the Minister for Planning, Matthew Guy, for an extension to allow council more time to decide whether we wish to pursue any changes to the Urban Growth Boundary.

It was clearly a contentious issue amongst councillors with the final vote being deadlocked at 4/4, requiring the Mayor to use his casting vote to determine the decision.

Cr Warren moved the motion to support the request to the Minister for an extension of time to February, 2012 (seconded by Cr Templer).

I could not support the motion and foreshadowed an alternate motion to advise the Minister that council supports the current location of the Urban Growth Boundary. In speaking against the motion I talked about a range of reasons why Yarra Ranges should just say no now.

We know there is enough supply of industrial land in Yarra Ranges for the next 20 years, we know there is enough supply of land for dwellings to see us beyond 2031. I have concerns that we’d consider changing the urban growth boundary when the shire only has mass transit to two centres, Belgrave and Lilydale.

There is a long held strategic view going back to amalgamation of the 4 councils that make up Yarra Ranges, we were a ‘supershire’, but protected as part of Hamer’s vision to protect Green Wedge, not only for locals but for Melburnians too.

We have clear policy in place, policies that have been tested on countless occasions with our community. The long standing Regional Strategy Plan, the more recently endorsed Green Wedge Management Plan (adopted July, 2010), the near completed Housing Strategy (adopted May, 2009) all reinforce the importance of maintaining the hard line of the Urban Growth Boundary.

Our community’s aspirational document Vision 2020 also talks about the importance of maintaining the Urban Growth Boundary to maintain the protection and preservation of the Shire’s high value rural landscapes and amenity. This aspiration most recently reaffirmed in 2009.

Council shouldn’t be considering changes to policy because of the whim of a Minister. It was my view that we should stop wasting ratepayers money on this issue, we don’t need consultants to tell us what we already know, we shouldn’t be asking for an extension, we should just be saying no.

We do need to contain the Urban Growth Boundary to discourage developer speculation in the green wedge areas of the Shire. We need to prevent encroachment and fragmentation of our green wedge areas and retain future options for long term agricultural needs. We also need to retain our rural landscape character, it’s what defines Yarra Ranges, not only in terms of primary production but we have an enormous tourism sector because of our green wedge areas, it’s what makes us unique.

As a council we should stop wasting council resources on this issue. We shouldn’t be pursuing it, there is no strategic, logical reason to do so. And with that I foreshadowed an alternate motion to advise the Minister that we did not support any changes to the Urban Growth Boundary.

It was wonderful to be part of the Women in Leadership event at Swinburne tonight. Be Inspired - an evening of inspiration, admiration and celebration was a collaboration between the Shire of Yarra Ranges and Swinburne University of Technology.

Pictured left to right: Sue Kokonis - Acting Deputy Dean, Swinburne, our host for the night, Fiona Bilton - Yarra Ranges Young Citizen of the Year, Cr Samantha Dunn - Lyster Ward Councillor Shire of Yarra Ranges, Jacqueline Pascarl, Suyin Chan - one of the founders of Koha Community Cafe and Kiara Warwick - recipient of the Yarra Ranges Women in Leadership Scholarship.

Participants were treated to keynote speaker, Jacqueline Pascarl, who talked about her experience of having her two children abducted and how she channelled her grief by working as an aid worker in war torn countries. In 1997 Jacqueline founded Operation Angel, a rapid response humanitarian agency targeting relief effors during times of natural disaster or emergency.

After Jacqueline spoke she joined myself, Fiona Bilton and Suyin Chan on a panel and participants had the opportunity to ask a full range of questions. It was a great night, with topics as diverse as domestic violence, how women lead and our advice for PM Julia Gillard.

It was also a good opportunity to highlight the wonderful partnership Yarra Ranges has with Swinburne through the Shire's Women in Leadership Scholarship. The scholarship is granted to a student who demonstrates strong leadership qualities and commitment to community engagement. Last year's recipient, Kiara Warwick, spoke to us about how the $1,000 scholarship has assisted her studies this year. It was terrific to hear how well she is doing at Swinburne.

The shire is proud to support the Women in Leadership event as part of our commitment to the Women's Charter, I was endorsed a 'Charter Champion' in July 2010 and enjoy being able to encourage women in the community to reach their full potential.

Be inspired at an evening celebrating women in our community on Wednesday 16 November at Swinburne University.

Be Inspired is a free event, organised by Yarra Ranges council and Swinburne University and will feature guest speaker Jacqueline Pascarl (nee Gillespie) – Australian author, TV personality, parents’ rights advocate and humanitarian aid worker.

Jacqueline will share her journey since her former husband, a Malaysian prince, abducted her children in 1992.

Jacqueline will be joined by a panel of inspiring local women including 2010 Young Citizen of the Year Award recipient Fiona Bilton, Koha Community Café Coordinator Suyin Chan and myself as the Yarra Ranges Women's Charter Champion.

Fiona has a great passion to help children and young people who have a parent with a mental illness. She works tirelessly to create greater awareness of mental health issues for young people, parents and families.

Suyin is one of the driving forces behind the very succesful Koha Community Cafe. Koha is a not-for-profit social enterprise. The basic principle is that anyone can have a healthy vegetarian meal and pay what they think the meal is worth or what they can afford.

The panellists will share their own experiences and advice on overcoming challenges to achieve your goals.

Be Inspired is at Swinburne University on Wednesday 16 November from 5.30pm.

Last week I attended the launch of the Dandenong Ranges Landscape Bushfire Plan up at Sky High on Mt Dandenong.

The Plan, the first of its kind will look at issues, both short and long term, identify priorities and gaps in current fire management plans.

The Dandenong Ranges is complex in terms of fire risk and management, given the population, landscape and mix of private and public land.

The Plan will review a range of issues including:

~ public and private land management

~ demographics and population

~ community planning and preparation

~ understanding fire behaviour

It's a wholistic approach, the likes of which haven't been seen before in fire management planning. In the past we've seen piecemeal efforts that haven't looked more broadly across the full range of issues when it comes to fire preparedness and management. The Plan will be evidence based and enable informed decision making by both agencies and communities in the event of a bushfire in the region.

The Plan is being led by the Fire Services Commissioner in conjuction with agencies, the community and local government.

It's great to see, it's a step in the right direction and I look forward to seeing it delivered for the Dandenong Ranges community sooner rather than later.

community fire refuge - pilot for yarra ranges?

At this week's council meeting I raised a motion in response to the government's recent announcement of the Community Fire Refuges Policy.

As part of the policy announcement the government has committed $1.5million to progress an immediate pilot of a community fire refuge (CFR).

My motion sought to write to the Minister for Emergency Services and the Fire Services Commissioner to have the first pilot community fire refuge located in the Shire of Yarra Ranges.

In speaking to the motion I clarified to my councillor colleagues that I thought that CFRs were part of a suite of shelter in place options for those caught out in a fire but certainly weren't a replacement for a well thought out and considered personal fire plan.

Given Yarra Ranges' lead role in relation to managing fire risk and fire preparedness I thought our municipality was ideally placed to be the location for the pilot CFR. Given our population, landscape and fire risk, it makes sense to have the pilot CFR located in Yarra Ranges.

Due to the strategic work just announced for the Dandenong Ranges (the Dandenong Ranges Bushfire Landscape Strategy), I thought it was not likely that the Dandenongs would be the location for a pilot CFR, something very disappointing to me. I have concerns as to how many summers the Dandenong Ranges community must wait until we have the full suite of options available to us in the event of a fire. There is also the issue of building standards for refuges, which I believe won't be available to mid next year.

There are also other locations in the shire which may be suitable for the pilot CFR, in particular Warburton or Powelltown, both remote communities with few options in high risk locations. It seems that there are numerous hurdles in place, however I think a positive starting point would be to see Yarra Ranges nominated as the site for the first CFR.

I'm pleased to report that councillors supported the motion unanimously.

Once again council found itself considering the Chirnside Park Country Club Golf Course redevelopment. An application that's had a long history with Yarra Ranges, it was first refused by council in September, 2008 (see blog).

However after council refused the application the then Minister for Planning, Justin Madden, called in the application and proceeded to approve the planning scheme amendment/redevelopment. In 2010, the Minister requested that he be the responsible authority for the development, councillors unanimously refused his request in November, 2010 as it would have been to the detriment of the local community by not allowing them to have a voice or be part of a local democratic process (see blog).

The development was back before council again this week to approve the redevelopment of the 54 hectare site which included 553 residential lots and 13.6 hectares of open space.

I could not support the motion to approve the Development Plan and support the Ministerial Amendment. In speaking against the motion I talked about a number of key issues. At the heart of the issue was the Ministerial interference in local democracy. However it was my view that we had not worked hard enough to get the best outcome for residents in Chirnside Park.

The original development presented to council was for 450 lots, however this current proposition of 553 lots was a complete overdevelopment of the site. The 22% increase in lots would see the destruction of 1520 trees, 256 of them assessed as being of high retention value. It was obvious from the cut and fill plan supplied with the documentation that little had been done to preserve the high amenity values of the site.

Although seeming to be generous in public open space, the linear parks proposed are poor in terms of their usability, although I can understand why abutting residents want a buffer between them and this development. Other public open spaces include wetland areas, also unusable as parkland as their primary purpose is to manage storm water.

The developer, as part of the presentation on the night, stated that the proposal included "economically viable housing" due to smaller lot sizes that would be a lesser cost than larger lots on the site. To suggest that smaller lot sizes respond to the affordable housing crisis is a nonsense and defies logic.

The lack of clarity as to the purpose of the super lot proposed as part of the redevelopment was also a key concern. There was no surety for council or residents as to the purpose of the lot and no third party appeal rights to any proposal for the lot. It would have been a terrific site for social housing, but without certainty no one in the community or council truly knows what this site will be used for.

The intensity of the development was too great, considering the site is outside of the defined area for the Chirnside Park Major Activity Centre, where council has determined higher densities should be contained as part of a broad community consultation.

The motion was won but it was clearly a contentious issue with councillors voting 5 for and 4 against.

It's been awhile since I've done a report from the roundtable dispatch, it's been a very busy time, but this item most definitely needs reporting.

At the last meeting of council, we considered an application for a McDonalds in Tecoma.

The application has been highly controversial with over 1,100 objections received by community members (along with 8 letters of support). This is the highest number of objections Yarra Ranges council has had to any objection in it's history.

Because it was clear the application had enormous public interest council decided to move our meeting to a larger venue to accommodate interested community members. It was just as well we did, over 600 people attended the meeting, a Yarra Ranges record number at a council meeting.

Council heard from objectors (3) as well as supporters (1) of the application. After all the presentations I moved a motion to refuse the application.

I had a significant number of concerns in relation to the application. It must be noted that the application is for a building and works permit, not for the use of the land. As the land is zoned Business 1, it can be used for a convenience restaurant. However my concerns were in relation to the impact of that building should it proceed.

It was around the intensity of traffic and congestion the proposal would create by attracting a significant number of cars and people to an already busy location in Tecoma.

Tecoma is one of the unique villages of the Dandenong Ranges, a small scale village with a population of 2000, it is the gateway to Sherbrooke Forest which forms the backdrop of Tecoma, considered to be so special that the National Trust says the forest is of cultural significance to the state of Victoria and it's views must be protected both in and out of the forest.

The design itself, presents a bulky, blocky building, with a flat roof and wide frontage, completely out of character with the township of Tecoma. The design has poor articulation to the street frontage, as well as the west wall (the one facing Upwey) which is completely blank.

Although there is already a concrete slab building in Tecoma, we shouldn't be repeating mistakes of the past.

I have extensive concerns about the interface with the residential areas, a 2.4mt or 3mt high fence of perspex is a very poor outcome for surrounding residents and proves just how noisy this site will be. I also had reservations about the acoustic report, for anyone who lives in the hills knows the tricks of sound across the valleys.

The proposal had insufficient parking for both cars and bicycles. It was my view that the drive through configuration was dangerous given the amount of North/South traffic crossing the East/West carriageway easement. The intensified traffic would create greater safety problems for cars and pedestrians using the site.

I was appauled that there was a lack of dedicated space for pedestrians to access the site from the rear carpark, particularly if they had mobility issues (or prams). I was equally appauled by the siting of the disability carpark, it didn't even meet Australian Standards.

I had concerns about the hours of operation and did not gain any clarity about this from the submitter for McDonalds. However should the proposal operate 24/7 I have no doubt it will be a target for antisocial behaviour and create a feeling of compromised safety for local residents.

I thought the signage was excessive and created visual clutter in the area. I was also concerned that signage was proposed to close the drive through during the evening as well as prevent right hand turns into Burwood Highway. Any local knows how ineffective this signage is as we constantly see people turn right into the highway at Reynolds Lane in Belgrave.

The greatest concern to me was traffic. All locals know how busy Burwood Highway already is, the proposed configuration of a right hand turn into the BP Service Station, right hand turn into the proposed McDonalds site and the already existing right hand turn into McNicol Road will be traffic chaos. A 4 metre long line marked traffic island gives me no confidence to separate traffic driving head on into each other.

Given the proposed traffic configuration with 60% of traffic to exit the site via Sandells Road, I have no doubt that traffic will be forced into residential streets throughout Tecoma, which is a poor outcome for residential amenity.

I am staggered that McNicol Road, Tecoma's busiest local road, has not been factored into the traffic report even though it carries 3,500 motor vehicles per day. Burwood Highway is already a dangerous road, a look at the crash stats confirms this. With volumes of 23,000 motor vehicles a day on Burwood Highway, 2,700 on Sandells Road and 3,500 on McNicol Road, this is a very busy and chaotic piece of road space. I am amazed at the suggestion to increase the Green signal timing on Sandells Road due to the impacts on traffic on Burwood Highway, which already banks back 400mts in peak hours.

The proposal is also inconsistent with our Regional Strategy Plan in that it does not seek to protect the role and function of Tecoma.

It would be wrong not to mention the community, their aspirations are important. It should also be noted that Tecoma PreSchool and the Tecoma Primary School Council also objected to this application. They are key parts of the local Tecoma community. The objectors which number over 1,100 are not the usual suspects but include hundreds of people who have never been involved in a planning application, but they are concerned for their local community.

My colleague Cr McRae also spoke in support of the refusal and quoted from a letter sent to us by McDonalds earlier that day.

"Should Council override the recommendation of the officers of Council, and resolve to refuse the application the matter will be the subject of a VCAT Appeal. As you know significant resources will be expended by Council and objectors in contesting the Appeal. It is understood that the objectors to the proposal may raise the necessary funds for this appeal from donations from the community. This is disappointing given the many more important community projects that do not have sufficient funds."

Cr McRae's suggestion that perhaps McDonalds would like to contribute to more important community projects met with enormous approval from the crowd in attendance. If you'd like to read a full copy of the letter you can find it here.

In summing up to my councillor colleagues I talked about past applications on Burwood Highway where officers had recommended approval, council had refused those application and those refusals were upheld in VCAT. With a car entering the site every 21 seconds in peak, taking 3.5minutes to serve can only equal traffic chaos for the area. It is important to understand the nature of this section of Burwood Highway, it has enormous impact on the functioning of our townships already, we don't want to exacerbate already negative impacts with building and works that will create a town centre that is unworkable and has enormous traffic and amenity impacts.

I'm pleased to say my colleagues voted unanimously to refuse the application to an enormous response from the crowd, which you can hear here.

I have been swamped with letters of thanks from community members who are keen to know the where to from here. All I can say is watch this space, it will be up to McDonalds to determine if they think they have a viable business proposition and whether they want to pursue it at VCAT.

A bulky, blocky building contemplated in Tecoma, one that pays no respect to the existing hills character of the village - what an eyesore. On that section of Burwood Highway, where's there's already significant traffic issues, why would we encourage even greater intensity of traffic.

Congratulations to the community who came out in their droves (600 plus attended the meeting), you are passionate and engaged members of the wonderful Dandenong Ranges community.

Well done to the objectors who spoke against the application, you did your community proud and my particular thanks to my councillor colleagues on the Yarra Ranges Council who were compelled to support my refusal motion unanimously.

It's terrific to learn that two of Yarra Ranges early years projects have been selected as finalists for the Victorian Early Years Awards.

The awards are presented annually as part of the Children’s Week celebrations and the winners will be announced at a ceremony at the NGV on 24 October.

The two projects are:

Building Strong N Proud Pathways – Boorai Early Years Transition Program, Yarra Valley Community Health.
A need to encourage Aboriginal families to send their children to kindergarten to better prepare them for school prompted the Yarra Valley Community Health Service to establish an occasional care and transition program. The program for children from birth to five years old is free and culturally appropriate, breaking down two of the barriers which have previously deterred Aboriginal families from using early childhood services.

Developed following consultation with Yarra Ranges Council, Yarra Valley Aboriginal Health and Kinderlink,the program encourages early literacy, numeracy, social and language skills and benefits from parents contributing to stimulating cultural activities. Parents are provided with support and information about other services and are free to stay and enjoy lunch with their children. An estimated 92 Aboriginal children aged under four live in the Yarra Ranges Shire. The program has seen an increase in kindergarten enrolments from the community, from 14 in 2005 to 22 in 2010.

Yarra Ranges Council services a young demographic, with children under the age of five making up 12.8 percent of the residents living in both urban and rural areas. It was also a population in which post natal depression consistently ranked in the top three mental health issues for the shire – a statistic which prompted the council to look beyond its existing early childhood services for a way to improve the situation.

A Maternal Infant Mental Health program was created providing counselling, group work and interventions to help individuals cope better and develop new skills to help them enjoy their parenting experience. A partnership including the Eastern Ranges GP Association, individual health professionals, government funded early childhood initiatives and the Austin Hospital now ensures well targeted planning and comprehensive support through in-home consultations, a day stay program, therapy and supported playgroups.

Congratulations to our early years team for your innovation when it comes to dealing with the early years issues in the interface, the nominations are well earned.

What is the Sustainable Business Program?

The Sustainable Business Program is a council initiative which involves a group of local businesses meeting, sharing ideas, working together and attending a series of workshops. The workshops range from Sustainable Branding to Behaviour Change and even Sustainable H.R; how to retain your workforce and increase employee satisfaction.

In addition participating businesses also receive a complimentary energy audit of your business and comprehensive report of suggested modifications, to increase your efficiency.

Who should participate?
Any local business is eligible to participate in the Sustainable Business Program. A diverse mix of businesses have completed the Program ranging from sole operators to 100+ employees, across a wide range of industries.

How much does the Program cost?
The program is highly subsidised and only costs you around 10% of the actual Program cost. Your fee is based on a sliding scale according to how many employees you have.

When does the program commence?
March, 2012 with information sessions taking place in November, 2011

350 in the valley

I was delighted to be invited to speak at the recent 350.org event at ECOSS in the upper yarra valley in Wesburn. 350.org is a worldwide movement, created by author Bill McKibben, to build a grassroots global movement to solve climate change. Why 350.org? 350 parts per million is the amount of Co2 scientists say is a safe limit for humanity (we're currently at 391ppm). ECOSS is modelled on the CERES model of community park to engender a culture of sustainability.

It was a great opportunity to talk about the range of initiatives council is undertaking to either adapt to or mitigate the effects of climate change.

This photo was taken to send to the 350.org website to show how Wesburn participated in this worldwide event.

Council's recognition of the importance of climate change as serious issue was first acknowledged with our signing of the Yarra Ranges Climate Change Commitment, which set out a number of actions we'd undertake to exceed Kyoto Protocol targets for reducing global warming pollution.

Local performers provided the entertainment, here's Michael Arvanitakis from the Jed Rowe band performing to delight of onlookers.

Council has developed a number of policies to help achieve this target:
~ Resource Management Strategy - an action plan to reduce both council and community energy and resource use and respond to climate change. It was this strategy that underpins council's decision to sign the Ethical Paper Pledge.
~ Environment Strategy - sets out our current strategic policy direction on climate change and how we will reduce our footprint through council's own operations and in the community.
~ Environmentally Sustainable Development Policy - focuses on how council can make its capital works program sustainable.

Part of the days activities included this labyrinth made out of plant pots, young and old alike had fun tracing and retracing the path of the labyrinth.

Council is also reviewing all of our strategies on climate change so we can revisit our overall approach to climate change. We are also in the midst of developing a new Peak Oil Strategy for how we will respond to potential oil shocks and fuel shortages that peak oil will bring.

After I spoke many people came up to me to say they were not aware of all the ways council plays a part in addressing climate change impacts and were pleased to have a progressive council.

We are about to embark on the development of a Water Management Strategy and have employed a dedicated Water Management Officer to deliver this. The strategy will address some of the risks climate change poses to water supply and waterway health. It will also identify alternative sources of water to allow for greater conservation of drinking water in the municipality.

Local community members had the opportunity to perform spoken word as well as songs, it was a great celebration of the diversity of talent in the valley.

Council also supports the Yarra Ranges Transition Towns network by coordinating an information sharing network and providing regular updates to our TTers.

Council has an enormous role to play in land use planning which means we have a significant input into creating a more sustainable pattern of development through our land use planning strategies. Our key strategy, the draft Housing Strategy plans for additional development in areas suitable - with connection to community infrastructure, services and public transport to reduce reliance on motor vehicles.

Our Vision 2020 by Design actively encourages the adoption of Environmentally Sustainable Design and council regularly requires new major developments to demonstrate ESD features are incorporated into the design.

Council keenly protects Green Wedge land which provides not only the food bowl to Melbourne but has enormous biodiversity and landscape values. Green Wedge policies have successfully prevented urban sprawl of car dependent suburbs into areas valued for their agriculture or biodiversity.

Council has strict controls over removal of native vegetation, along with our targetted revegetation programs we ensure we retain important habitat areas for flora and fauna to maintain a healthy ecosystems.

One of council's key revegetation programs is Ribbons of Green. Established in 2007 to offset council's fleet emissions and increase biodiversity outcomes, the program has seen participants plant more than 70,000 plants each year. The program also provides advice about how shcools, private landoweners and community groups can control weeds, manage erosion and address pest animals. More than half the plants provided under Ribbons of Green provide connections to existing remnant vegetation and will provide much needed habitat into the future.

Council is dedicated to making our own operations more sustainable and reducing our own carbon footprint, however we also play a key role in leading and educating the public, schools, professional associations, businesses and industry about reducing their footprint.

Our draft Economic Strategy recognises the importance of encouraging a low carbon economy in Yarra Ranges and council's commitment to assisting local businesses to meet the challenges this will bring.

Yarra Ranges Sustainable Business Program, has graduated over 95 businesses since its inception in 2007 and helps businesses develop growth strategies that do more with less, this innovative program was recognised with a nomination for the 2010 Banksia Awards.

Council's Learning for Sustainability program helps schools gain an stronger understanding of their ecological footprint, how they use their resources, and how students, staff and the broader school community can make a difference working towards a more sustainable future. The LfS program encourages students to take leadership on environment issues and learn good environmental habits.

Council also plays a key role in advocacy on public transport through the Eastern Transport Coalition, a group of 7 councils commited to reducing car dependency across the east of Melbourne and improving liveability.

Council has also played a key role in advocating to see native forest logging stopped in the municipality and currently oppose logging in Melbourne's water catchments and logging on Mt St Leonard and the Bicentennial Trail and most recently signed the Ethical Paper Pledge.

Council continues to act to reduce our footprint and encourages community members to do so also. ECOSS plays a key role in helping communities transition to a low carbon future and are dedicated to make our region more resiliant into the future. The ECOSS committee, staff and volunteers are to be commended for their ongoing efforts for Ecologically Sustainable Solutions and for the organising the valley's 350.org event.

council considers mcdonalds - date confirmed

Due to the extensive public interest in this application council has decided to move the meeting to a larger venue to accomodate community members who may wish to hear the deliberations.

sherbrooke children's centre - another milestone

It was wonderful to be able to join in the celebrations at Sherbrooke Children's Centre (SCC) over the weekend. The centre which provides long day care to locals is about to be demolished as part of the $7 million redevelopment of Sherbrooke Family and Children's Centre (see blog). The celebration was to farewell the old building to make way for the new.

Here I am pictured with current SCC parent and ex SCC Parent's Advisory Committee president, Claire Ferres-Miles. Claire and I were both part of the Save our Sherbrooke Children's Centre (SOSCC) campaign group and met every week over a two year period to continue to lobby council to keep the centre open.

Families past and present joined with staff and ex-staff to celebrate the service which has provided exceptional community based childcare to generations of children in the Dandenongs in this well used and well loved weatherboard building.

SCC Chef, Antonio Frisini, was on hand for the day. Here we are pictured with a a wonderful symbolic gingerbread SCC Antonio created to demolish as part of the day's celebrations.

SCC first opened in 1977 by a group of committed strong women who recognised a need for a local childcare service to assist and support women, the centre has always been a highly sought after childcare service for families in the hills with enormous waiting lists.

In 2004 the council of the day wanted to close SCC but an unrelenting community campaign kept the centre open till the lead up of the council elections in 2005. As part of the SOSCC campaign strategy to keep the centre open I ran for council and to my own great surprise was successfully elected to the Lyster ward.

Pictured with Cr Noel Cliff, ready to demolish the symbolic gingerbread Sherbrooke Children's Centre. Noel along with Cr Len Cox were the only councillors who supported the community in their quest to keep the centre open back in 2004.

Since that time I have continued to highlight the importance of the early years, community based childcare and the long term positive benefits of good quality childcare to my colleagues on council.

I had the great pleasure to speak to the assembled crowd about my part in the history of Sherbrooke Children's Centre and the quest to save long day care in the hills.

The children had a great time putting a hammer through the gingerbread house, it was a great way to farewell the old building and welcome the new.

It's been an interesting and challenging journey, but I'm pleased to say that through my constant efforts, not only have council supported the project but it also has funding support from both state and federal governments.

It wasn't a sad day, it was a day of celebration, although we're losing a building, it's the people that make the service what it is, not the building. It's not about the bricks and mortar, it's the people and their passion, dedication and commitment to children and families that are the essence of Sherbrooke Children's Centre and I have no doubt that essence will continue in the new facility, Sherbrooke Family and Children's Centre when it opens in 2012.

vic roads reviews speed limits

I have long campaigned for lower speed limits through our towns (see blog).

It is an issue that is constantly being raised as an issue, particularly in Selby, Belgrave South and Tecoma.

Council has long advocated to get a 50kph zone through these towns to make it safer for pedestrians as well as road users.

The current review being undertaken by VicRoads is a great opportunity for you to tell VicRoads what you think the speed limits in our town centres should be.

In the past the VicRoads criteria to allow 50kph zones has been woefully inadequate when applied in the Dandenong Ranges as many of our towns do not have 200mt of retail development on both sides of the road but are clearly in need of lower speed limits.

The scope of the VicRoads review will investigate:
~ routes with large numbers of speed zone changes
~ opportunities to reduce the number of speed limit changes
~ school speed zones
~ strip shopping centre times
~ speed limits in town centres
~ use and application of advisory speed limits
~ minimum length of speed zones
~ consistency of speed limits under similar conditions

Congratulations to Hills Hoist and it's presenters, Jenny Hall and Emma Johnson.

The Hills Hoist, local arts radio show on community radio station 3MDR (97.1) took out the Best Community Content award in a recent vote of listeners.

The Hills Hoist is dedicated to bringing the latest arts news to listeners in the Dandenong Ranges. They provide regular features, including the recently launched Live Sessions, and a weekly gig guide.

It's a great show and compulsory listening for those interested in the local arts scene.

lilydale up for some landscaping – have your say

Lilydale’s main street has been chosen as the subject for a national landscape design competition. The first Australian Institute of Landscape Architects street design competition was officially launched earlier this month.

The competition is designed to attract top level landscape designers of Australia. It’s a wonderful opportunity for this key township in the Shire.

Yarra Ranges Council’s urban design team submitted Main St, Lilydale as a suggested town for the competition.

It’s a credit to the team that Lilydale was selected as submissions were received from around Melbourne.

Lilydale is a Major Activity Centre (Melbourne 2030) and it provides an interesting mix of retail, major manufacturing employers, transport connections, education, with heritage and regional significance.

It’s a gateway to the Yarra Valley and an entry point to the Warburton Rail Trail so there’s plenty for Landscape Architects to work with.

Competion participants will receive a brief on the town including some challenges it faces, particularly with pedestrian access.

The community also have an opportunity to be involved, with an online forum for
people to share their views on what Lilydale should look like. Thoughts and opinions shared through the forum may be used for competition entrants to help with their designs.

The competition will run for two months with submissions then judged and presented to Yarra Ranges Council and the community in November.

I’m looking forward to seeing some great design ideas for Lilydale.

local sustainability for the early years

Well done to the team at Yarra Ranges who successfully applied for funding for a partnership grant under the Victorian Local Sustainability Accord for Sustainability in the Early Years project.

The project involves the development, implementation and evaluation of an Early Years Education for Sustainability Framework and a package of tools to use for teaching and training sustainability outcomes for the early years.

It's a great opportunity to spread the Sustainability message in the early years.

The Shire of Yarra Ranges will partner with Knox City Council, City of Melbourne, City of Port Phillip and the Alpine Shire Council.

Project partners also include Early Childhood Australia- Special Interest Group, Early childhood Sustainability, Tracy Young Convenor - advocacy for education for sustainability practices and principles and the Australian Association for Environmental Education.

It's great news for Yarra Ranges and I look forward to providing updates on how the project progresses.

community meets to say no to mcdonalds

Today I attended the Say no to McDonalds meeting organised by the Tecoma Village Action Group (TVAG). I was there to provide advice to community members opposed to the application on the sorts of things they could consider in their objections. Community members numbering around 150 were keen to learn more about ways they could fight the application.

I reported back to the meeting that council had already received over 500 objections from concerned community members, however I had noted that some objections have not included names and addresses or dealt with matters that cannot be considered within a planning framework.

If an objection does not contain your name and address it will not be included as a valid objection so it is important to do so if you want to make sure your voice is heard.

I explained that the Yarra Ranges Planning Scheme provides the legislative framework to allow council to determine the application, therefore anything outside that scope could not be considered as a planning matter.

The sorts planning matters that could be entertained include:
* traffic - how the application might affect traffic on major thoroughfares as well as local streets
* hours of operation - the application currently seeks operating hours of 24/7
* residential interface - the way the application integrates with the residential areas
* amenity - how you think the application impacts on your local amenity
* neighbourhood character - how the application fits in with the local character of the area
* built form - how the building itself fits within the town and the impact it has on the buildings/residences around it

The sorts of things that aren't part of the planning scheme but I've seen come through on objections already:
* Childhood Obesity
* Global MultiNationals
* Effect on local businesses
* Effect on viewlines

I urged those who wanted to object to ensure that they sent their objections to all councillors, I've noticed that many objectors are sending their submissions to just myself and Cr Cliff, however all councillors vote on the application so it is important to include all councillors.

I advised community members that the council meeting date of 27 September to hear the matter, is an indicative date, if there's no hold ups it will be that date, but it could be later, but it most certainly won't be earlier.

I talked about the process at council, that both the supporter and objector get 5 minutes to speak to Councillors about the application and only one person from each side gets to speak.

I am very certain that the application will end up at VCAT, one way or another, so I also confirmed to those there that every objector will become a party to the matter at VCAT.

It was good to be able to clarify some outstanding questions community had, I think it's important that community have a good understanding of the role they play in the planning process.

Friends of Birdsland, also known as the Birdsland Environment Collective spent a very productive day at their last working bee. The group are rebuilding the heritage orchard at the Birdsland Reserve (at the rear of the heritage farm cottage) in Belgrave Heights.

At prior working bees the group have spent time building swales in preparation for the planting of heritage apple trees donated by the Heritage Fruits Society.

Swales in the orchard will drain away excess water in a plan based on permaculture principles.

At the most recent working bee the trees were planted, a great step forward for the reinvigoration of this heritage orchard. I commend the community for their passion for this project and the Birdsland reserve too.

Birdsland Environment Collective (BEC) hold a working bee out at Birdsland on the last Sunday every month, between 10am and 12pm. All are welcome. If you'd like to know more about the activities of BEC please email birdslandenvironmentcollective@gmail.com.

the digital age in warburton

It was wonderful to join with the Warburton community at the very first film screening at the Mecca Theatre using the newly installed digital projector.

Warburtonians were treated with a premiere screening of Surviving Georgia, a film shot in Warburton and featuring many local identities as extras.

Council is committed to providing high quality projection to the local community and last night was a great first run, digital technology has delivered an enormous improvement in the clarity and resolution of films and the sound system is great.

It was terrific to hear the shouts of delight as locals recognised friends and family and key Warburton locations in the film.

Kate Whitbread – Co Director, Producer, Sandra Sciberras – Co Director, Writer and Spencer McLaren – Producer, Actor were there as well and were swamped with questions and congratulations after the screening. Writer, Sandra Sciberras, visited Warburton many, many years ago and the vision of someone fly fishing in the Yarra River stuck in her mind all this time. When she wrote Surviving Georgia she wanted to set the film in the place of her memory.

The film depicted the special beauty of the Warburton and it was wonderful to see this gorgeous part of the shire captured in Surviving Georgia.

The Hills Hoist Live Sessions will provide opportunities for local bands, musicians and singer/songwriters to play current material live to air whilst being professionally recorded for future playback by Dave Stergo.

Performers will also discuss their material, influences and other local musos and the local music scene. The Live Sessions were launched on the 2nd September, where local guitarist Guy Mallaby kicked of the live sessions for the year. rowville rail, long overdue

Hundreds of people attended a community forum on the proposed Rowville Rail project at Monash University last week, strengthening the call for the long anticipated project.

It was a great opportunity for the community to provide input into the study, which if delivered would see a 12km rail line constructed between Huntingdale and Rowville.

This rail link is so important to this corridor of Melbourne, which has been crying out for improved public transport options.

A well designed railway line in this area would provide the public transport option residents and business want and need, whilst reducing road congestion.

Monash University is one of Melbourne's major universities and is growing every year, the students there are in deperate need of improved public transport.

Rail to Rowville would also bring broader economic benefits to the region by making existing businesses more accessible and encouraging other businesses to come to the area.

The Eastern Transport Coalition supports the public and their keeness to see a plan for how the government will deliver heavy rail to Rowville as soon as possible.

awesome ornithorhyn-kids - awesome again

It was terrific to be part of the third annual Awesome Ornithorhyn-kids Day, at the Belgrave Lake Park. Organised by the Southern Dandenongs Landcare Group (SDLG) and supported through a community grant from the Shire of Yarra Ranges, families had a great day learning about not only about our local platypus but the importance of habitat to all of our wildlife.

Today I was launching a new 'housing policy' for some of the local wildlife. Here I am with SDLG secretary, Vicki Boyle and some new homes for Sugar Gliders, Kookaburras and Rosellas.

SDLG and Monbulk Landcare Group have working away constructing an assortment of nesting boxes for our wildlife. The nesting boxes will be installed in Shire reserves at Belgrave Lake Park, Birdsland, Butterfield Reserve and Moores Road Reserve.

Part of the day's activities included banner painting led by local artist pictured here, Emma Johnson.

Kids very enthusiastically painted all manner and colour platypus on the banners, which will be used to the promote the event into the future.

SDLG were able to provide a myriad of activities for children including a wildlife display by Animals of Oz. Other activities included platypus art, storytime, singalongs and Rudy the One Man Band.

Many small hands were keen to pat the croc, not to mention the snake, frill-necked lizard and the bat too.

In speaking to onlookers I talked about the new 'housing program' and how important it was to continue to provide opportunities for our native animals to nest as pressure on our natural environment continued to increase. I also talked about the importance of retaining trees with hollows and how the incremental loss of trees with hollows, both legally and illegally, has had a large effect on wildlife over the broader landscape.

Glenn Brooks-McMillan from the Cardina Catchment Landcare Group spoke about the importance of healthy waterways for our local platypus population.

Another treat for people on the day, the local Powerful Owl roosting nearby. This species is listed as threatened and vulnerable in Victoria.

The SDLG work tirelessly to improve our environment and raise awareness of environmental issues in the local community.

It was a terrific day out, very well attended, the SDLG intend to make Awesome Ornithorhynkids an annual event. Let's hope next year our nesting boxes have some residents.

Monbulk Pool will soon be undergoing a well overdue, major refurbishment.

In 2010 council approved the planning permit to allow for the redevelopment of this well loved community facility.

The redeveloped pool will include:
Refurbished 25mt pool
New Learn to Swim and Leisure pool with beach entry
New Male and Female change rooms
New pool storage and family change room
New plant room
New foyer, administration area and kiosk
New outdoor deck area
Refurbishment of the existing gym and childcare area
