It was a busy night at council this week with a lot of late items up for discussion, sometimes that’s just how it falls. "Late items through the chair" is always on the agenda and enables councillors to bring up any matters not listed on the agenda. Below is a short summary of some the issues raised this time round…

Wood and Water Project
"The Wood and Water Project - Harvesting in State forests supplying water to Melbourne" was set up as a flow from the 21st Century Melbourne: a WaterSmart City report and the Water White Paper. The project is to provide information for the Government to make decisions about the sustainable management of the State Forests that supply water to Melbourne. I sit on the Sustainability Assessment Stakeholder Reference Group and was very concerned to hear that of all the forestry management options being considered for assessment, ceasing logging immediately (2009/10) was not even on the table for consideration. I am concerned as to how government can make a fully informed decision if a full range of options including ceasing logging are not considered. As a result of my concerns I moved the following motion to see if council shared my concerns. I’m pleased to report that council unanimously supported me and my concerns.

The Premier, John Brumby, the Minister for Water, Tim Holding, the Minister for Environment, Gavin Jennings, Ms Nina Cullen, Director, Public Land Policy, Department of Environment and Sustainability, Ms Mary Crooks, Chair Wood and Water Sustainability Assessment Project, Ms Joanne Wallace, Senior Policy Officer, Department of Sustainability and Environment and Ms Jodi Newcombe, Economist, URS Pty Ltd before the next Stakeholder Reference Group Meeting on the 2nd June, 2008, detailing the case for including as part of the assessments for the Wood and Water Project the option of ceasing logging in Melbourne's water catchments by 2009/10 and including reference to the 8 councils who have recently opposed logging in Melbourne's water catchments.

Sugarloaf Interconnector Pipeline Project
This project continues to move ahead in spite of a groundswell of opposition and a lack of information supporting the claimed water savings. Council requested that information on the claimed water savings be provided, to date we’re still waiting. In the latest turn of events seismic testing has been taking place in the Toolangi State Forest, there is a great deal of uncertainty as to whether this type of activity is allowed under a “controlled action”, our community needs to know so we hope the Federal Minister for Environment responds swiftly to our request.

That Council writes to the Minister for the Environment, Heritage and the Arts, Peter Garrett:
1. Requesting that compliance auditing be undertaken under the provisions of the Environment Protection and Biodiversity Conservation Act in regards to the seismic surveys currently being undertaken, in respect of the proposed Sugarloaf Interconnector Pipeline project, in the vicinity of the Toolangi State Forest.
2. Seeking advice as to the legality of the blasting actions so that our community can be informed.
That this letter be faxed through to the Minister on Wednesday, 14 May, 2008.

That a copy of this letter be provided to the State Minister for Planning and Community Development, Justin Madden.

GM Free Municipality
It was with some concern that our last request to the state government via the Premier to declare our municipality a GM free zone with powers available under section 21 of the Commonwealth Gene Technology Act 2000 was dismissed with the government response being: “With regard to your suggestion that the Government establish GM and Gm-free areas, the Review Panel considered the issue of segregation and concluded that the market is well placed to ensure segregation of GM and non-GM crops should there be sufficient market demand, and that there is no need for Government involvement”. I’m not sure the government understood our request so I thought it was important that we re-request our municipality be declared a GM free zone.

That Council writes to the Premier, John Brumby, to request that the state government use its powers under the policy principle in Section 21 of the Commonwealth Gene Technology Act 2000, to declare the Shire of Yarra Ranges a GM free municipality.

Feed in Tariff Scheme
I was disappointed to hear that the recent Feed in Tariff Scheme announced would only pay out on excess energy fed into the grid. A system like this does little to stimulate the solar energy sector and discriminates against those who are at home during the daytime. Our community wants to do its bit to generate renewable energy <http://www.eps.vic.edu.au/renewablenergy/> but with policy like this in place it makes it very difficult for anyone to calculate their payback period or be enthusiastic about the change over to solar power generation.

That Council write to the Premier, John Brumby and the Minister for Energy, Peter Batchelor, expressing disappointment with the recently announced Feed in Tariff Scheme that will only provide financial return on excess energy fed into the grid, that such a scheme provides minimal and uncertain financial return and does little for the development of the solar industry in Victoria.

Further to that Council supports a Feed in Tariff Scheme that is based on Gross Production Metering Systems, which has a mandated price over a guaranteed time period to provide certainty for investment and provides fair financial returns to solar panel owners and does not discriminate against families, the elderly and those at home during the daytime (home businesses) who consume electricity during the day.


Federal Government Funding
I was very angry to learn of the axing of funding for the Burrinja Performing Arts Centre Project. This project was due to get funding from the Regional Partnerships Program. On Tuesday night the Rudd Government axed this program and with it funding for Burrinja (see blog entry 14/05). It is important to do all we can as a council to retain this federal funding and I for one will be working hard to ensure we keep the Burrinja project alive.

That Council support a campaign to retain the Federal Government funding for all projects subject to current funding requests including those within the Regional Partnership Program as well as seeking other sources of funding.

I attended the GM rally at the steps of Parliament House, many concerned citizens where there lamenting Premier Brumby's decision to lift the moratorium on GM Canola.

The Rally was well attended by members of the upper and lower house, the public, concerned advocacy groups, chefs, the slow food group, organic farmers, the list goes on and on.

I had the great pleasure of speaking at the rally. I urged the people there to talk to their local councillors about becoming GM free municipalities. It is not too late to turn this around.

On the 26th February, I moved a motion (which was supported unanimously) to ask Premier Brumby to make the Shire of Yarra Ranges GM Free, lets hope he fulfills our request.

The symbolic release of GM canola pollen into our environment, we all know that pollen knows no bounds, once it's out its everywhere.

That night I attended a public meeting in Warburton to discuss the implications of logging in Melbourne's water catchments. The meeting was very well attended with around 200 people packing the memorial hall. The Central Highlands Alliance and Wilderness Society talked the science, I spoke of the political imperative.

Warburton's past was as a timber town, but that industry has been well and truly eroded by the woodchipping industry, local mills do not get work pulping our native forests.

It was a very positive meeting with locals, environmentalists and loggers more understanding of the issues around logging in water catchments. The community now understands that this an issue is about Melbourne's water supply into the future.

In a response to the lifting of the GM Canola Moratorium this week (29th Feb) I proposed the following motion, I'm pleased to say it was supported unanimously by Yarra Ranges councillors, (Cr K Smith absent).

Resolved on the motion of Crs Dunn and Keane

That Council write to:

1. The Premier to ask the State Government to:

(a) Extend the ban on commercial GM canola for at least another five years.
(b) Use its powers to create GM and GM-free areas and to declare our municipality a GM-free Zone (a policy principle made under Section 21 of the Commonwealth Gene Technology Act 2000 gives all states these powers).
(c) Establish a public on-line register (including maps) showing all GM release sites – both experimental and commercial – so those who want to stay GM-free can avoid those sites.

2. The Commonwealth and State Health and Agriculture Ministers, advocating that:

(a) No government allow its GM crop ban to expire without all states agreeing.
(b) All foods made using GM technology and processes are to become fully labelled.
(c) Strict liability laws are enacted to hold GM companies fully responsible for GM contamination.
(d) All animal feed be fully labelled as to its GM or GM-free status so that farmers can exercise their choice to remain GM free.

Let's hope the Premier takes our request seriously and declares Yarra Ranges a GM Free zone.

Premier Brumby will lapse the state ban on Genetically Manipulated (GM)canola on February 29. But that’s not the end… We can still win a GM-free future!!

Voice your outrage that Brumby will take away our GM-free food and crop choices, with Mothers Against Genetic Engineering (MADGE) and Gene Ethics. Brumby did not listen to the wider food industry and shoppers. He kowtowed to Monsanto (the world’s biggest commercial seed company) and Bayer (the largest agrochemical company) and their agribusiness front groups to get GM canola onto our plates and farms.

It will enter our food chain, unlabelled. South Australia, Western Australia, Tasmania and the ACT will keep their GM bans. NSW will allow commercial GM canola to be grown on a case-by-case basis. Only Victoria will permit GM canola to be grown, unrestricted and unregulated.

Wear yellow and bring GM-free food to share. Also bring a canola product that you will boycott after February 28, since it may contain Victorian GM canola.

YARRA RANGES condemns government gm decision - below is a media release issued 28/11/07 in response to Premier Brumby's decision to lift the moratorium on GM Canola.

The Shire of Yarra Ranges has condemned the state government’s decision to lift a ban on the growing of genetically modified canola, with deputy mayor Samantha Dunn (that's me) calling on the new federal government to convene a meeting of the Gene Technology Ministerial Council to consider the matter nationally.

Cr Dunn criticised the decision, during a council meeting last night (27/11/07), saying it would open the flood gates for other genetically modified crops to be grown in the state, destroying Victoria’s clean and green image.

“This is the most retrograde decision I've seen from the Brumby government to date,” Cr Dunn said. “The assertion from the Premier that the lifting of the moratorium is of economic benefit to Victoria is misguided. The majority of farmers, consumers and the food industry do not support genetically modified crops being grown in Australia; yet the Premier has chosen to disregard this.

“Ending the GM bans is a national, permanent and irreversible decision as GM pollen knows no borders. It threatens the entire organic farming industry in Australia and weakens our market position as a clean and green primary producer.”

In pushing for federal government intervention, Cr Dunn also criticised the lack of transparency around the decision.

“The submissions to Sir Gustav Nossal's review are not publicly available. This is poor process and fails the test of open and transparent government,” she said.

Cr Dunn said the council and the Yarra Ranges community had been vocal in saying not to GMO’s. Just last year the council collected more than 1000 signatures on a petition calling for a ban on a trial to grow a genetically modified blue rose in the shire.

The council adopted a policy in February 2001 opposing the introduction of GM crops into the shire. “Yarra Ranges’ agricultural produce is regarded as some of the finest in the world. This decision threatens our agricultural and horticultural producers and the region’s precious biodiversity.”

Cr Dunn said horticultural production in the shire was worth an estimated $710 million per annum with the nursery and cut flower sectors worth about $390 million and the orchard and berry fruit industries about $110 million (source Centre for eBusiness and Communications Swinburne University).

“The council’s objection to GMOs is not just based on philosophical concerns; we have major concerns on scientific grounds and the potential impact on our farmers and horticultural industries.

“Not enough is known about the potential effects of genetically modified crops on insect life including native and exotic pollinating insects, its potential for recombinant viruses and the level of gene flow between other crops,” Cr Dunn said.

WHAT’S AT STAKE Some of the state’s most significant biodiversity with important flora and fauna. A thriving agricultural sector renowned for its premium quality food and produce and a major employer of the region’s people.

Genetic Manipulation: a nation in conflict - from Bob Phelps at GeneEthics

The political parties are polarised on Genetically Manipulated (GM) crops and foods according to Gene Ethic's scorecard of party policies. This reflects the contest between the GM giants and citizens that rages in the wider community.

Voters should heed this divide when voting."The Greens topped the poll, with proactive plans to deal with GM's environment, health and economic risks on global, national and state levels," says Gene Ethics director Bob Phelps.

"Both The Greens and Democrats are responsive to the views of most farmers, food processors and shoppers, reflected in opinion poll results." For instance, these parties back full labelling of GM foods which has always had over 90% support from Australians.

"But under rules set by the Howard government, with ALP agreement, the law exempts most GM foods from any labeling."

In stark contrast to the Green and Democrats, the Coalition has sought to rule out the GM-free future that most Australians want, for the past 11 years."

The Coalition remains firmly committed to promoting the spread of GM crops and foods around the world and in Australia."This only serves the interests of foreign governments and companies."

But hundreds of Australian businesses have said they want the safety, simplicity and certainty of GM-free. Mr Phelps says: "The biggest disappointment with our survey was Labor's repeated refusal to answer our questions, leaving voters in the dark on their intentions for GM."

Despite the ALP's promise to announce a GM policy, Kevin Rudd was silent on GM when he launched their campaign ." And there are no good signs that the ALP would adopt progressive policies if it wins government on the 24th.

"Statements by Shadow Agriculture Minister Kerry O'Brien show the ALP would not even try to lead state governments toward a consensus on extending their GM food crop bans.Without national leadership and a uniform policy approach, the ALP's claim to be an honest broker on GM issues is meaningless."

The products of Genetic Manipulation technologies are dangerous to public health and the environment."Gene Ethics hopes that voters will consider our GM versus GM-free future, along with other key issues, when casting their votes this weekend," Mr Phelps concludes.
